If I have the latitude and longitude for someones IP address, can I find their physical address?

Ok. I woke up this morning and when i went to check my email I found one from my ex girlfriend. Seeing how I hadn't heard from her in a while, I checked it. Apparently someone(not me of course) had sent an email saying that I had cheated on her while we were together and included an email attachment to a friend of mine from a while back. I traced the email bacvk to my account because apparently they had my info. I then proceeded to look online to figure out the ip address the email had been sent from and found it, but now i want to find more physical information on the person like maybe anb address or phone number. How would I go about doing that?
